The generator keeps each base letter and appends several combining marks. Those marks were designed to attach accents and other signs to a preceding character; stacking several produces the familiar Zalgo effect.
Because the text remains Unicode, it can often be copied like normal text. Rendering is controlled by the destination font and layout, so two apps may clip or space the same result differently.
