Unicode includes blocks for enclosed letters and numbers used in lists, diagrams, buttons, signs, and other notation. The generator maps a supported plain letter to the corresponding enclosed code point. The circle or square is part of the character itself, so it remains when you copy the result.
The sets were created for different purposes and at different times, so they are not one perfectly complete font family. Round outlined letters, negative circled letters, squared capitals, negative squared capitals, and digits do not all share identical uppercase, lowercase, and number coverage.
